I often encounter homes that have the foundation vents obstructed. Many people think closing the foundation vents is a good idea in the winter time. Closing the foundation vents means less air circulation in the crawlspace under the floor, this may make the floor feel a little warmer, particularily if there is no floor insulation. Some people also feel closing foundation vents will help prevent plumbing pipes from freezing.
In general I think it is a bad idea to close a homes foundation vents. In Western Oregon we have a moist mild climate where the soil and air are moist much of the year. Moist air in a homes crawlspace can lead to fungal damage to the framing members and conditions conducive to wood destroying insects and mold growth. It has been my experience that plumbing pipes will not freeze untill the temperature is below 20*F, which rarely happens in the Willamette Valley.
I do recommend having your home fully insulated including floor and supply pipes and keeping the foundation vents screened (to keep animals out) and open.

Not only did Randy do a very thorough inspection, afterwords he explained all the issues with photos and easy to understand language. I really felt like I understood all the problems with the house to be able to make informed decisions.
